COP30 has shown that climate cooperation is more alive than ever

Below is the Spanish translation of the statements made by Simon Stiell, Executive Secretary of UN Climate Change, during the closing plenary session of COP30 held in Belém (Brazil) on Saturday, November 22, 2025.

Excellencies, colleagues,

dear friends:

We knew that this COP would be held in a stormy political context.

Denialism, division, and geopolitics have dealt heavy blows to international cooperation this year.

But, friends, COP30 has shown that climate cooperation is more alive than ever, keeping humanity in the fight for a habitable planet, with a firm determination to keep the 1.5°C target within reach.

I am not saying that we are winning the fight against climate change. But it is undeniable that we are still in it and that we are fighting back.

Here in Belém, nations have chosen unity, science, and economic common sense.

This year, much attention has been paid to the retreat of one country.

But amid strong political headwinds, 194 countries stood firm in solidarity, with unwavering support for climate cooperation.

194 countries representing billions of people have said in unison that “the Paris Agreement is working” and have decided to take it further and faster.

The first BTR Synthesis Report shows the implementation of the Paris Agreement and highlights factors that facilitate and hinder progress.

Below is the Spanish translation of the statement by UN Climate Change Executive Secretary Simon Stiell on the publication of the Synthesis Report of the Biennial Transparency Reports (BTR), released on October 31, 2025.

This first Synthesis Report of the Biennial Transparency Reports (BTR) marks another milestone in the implementation of the Paris Agreement.

The submission of more than 100 biennial transparency reports is a clear sign that Parties are beginning to actively implement the Paris Agreement, with practical and real measures, across economies and societies.

Based on the first biennial transparency reports from 109 countries, whose data is available, this UN Climate Change synthesis report provides valuable initial insight into the diverse progress of various countries based on the information and data reported up to 2022.

It shows that climate action is being implemented systematically and driving real-world progress, but it must be scaled up and accelerated.
